That's a rather damning indictment of the Premier League. Did it used to be more competitive and interesting? Did teams push Man Utd., even though they actually won it most of the time. And did the teams finishing 3-6 fluctuate more often? I think the latter is the most important. It's like 7th is so far off 6th, it makes it difficult to have variation in finishing position. (Hence why promoted clubs find it even harder too).
